This service is for new members only. Please do not fill in this form if you already have a library membership card - if you have forgotten your PIN code, please use the 'forgot your PIN' link to reset it. Once you are a member you can borrow and return items at any Oxfordshire library. 

When you apply to join you will receive a temporary application number. Please wait until your application is processed and you are issued with a permanent borrower number before using eBooks or Reference Online facilities. It usually takes 1-2 working days to process applications. Once approved we will email you with your borrower number.

Your library card will be posted to you, and may take up to two weeks to arrive. If you are under 16 it will be posted to your parent or guardian. Please wait for your card to arrive before visiting a library, as items are issued via self-service which requires your library card. 

If you apply online in a library, please collect your library card from the counter the same day. You will need to provide some personal identification.

If you are housebound or have a reading impairment, please ask library staff for options that could help provide a better service for you.

Anyone who lives in the United Kingdom is welcome to join Oxfordshire Libraries. It is free to join. Everyone can join online, but if you are under 16 we will need the name and address of a parent, guardian or carer, and you must obtain your parent or guardian's permission to provide us with your details. By completing the form, you confirm that they have consented to us holding your details in accordance with the data policies below.

Information supplied by you will be processed to provide and monitor library services in accordance with relevant data protection legislation, and Oxfordshire County Council's Privacy Notice. Details of items borrowed by members aged under 16 years may be given to parents or guardians on request. Your data will be held securely as an electronic record and in accordance with legislative requirements by Axiell UK, who supply our Library Management software. Other approved suppliers of our digital library services may undertake authentication of your details against this data if you apply to use their services, however they will not have direct access to your data. The information you provide on this form will not be used for any other purposes or shared with any third parties without your express content unless required by law. You have the right to have any inaccurate information corrected. You are responsible for informing us where and when your personal details change so that we can update our records accordingly.
